Federal Communication Systems
The Communications Unit tests HF radio links weekly with FEMA National Radio System (FNARS), Shared Resources (SHARES), and Army Military Affiliate Radio Service (MARS).
SHARED RESOURCES (SHARES) HF RADIO PROGRAM
National Communication System The SHARES HF radio system is an initiative by the National Communications System (NCS) to establish a national HF radio capability using existing Federal resources to provide backup HF radio communications in support of National Security and Emergency Preparedness. SHARES was approved by the Executive Office of the President in January 1989. SHARES further implements Executive Order No. 12472, “Assignment of National Security and Emergency Preparedness Telecommunications Functions” dated April 3, 1984.
Interoperability
The Arizona Division of Emergency Management (ADEM) has participated with SHARES in several missions, for example, September 11th, attacks in New York City, Hurricane Andrew in Florida and more recently Hurricanes Katrina and Rita in the gulf coast.
ADEM participates in weekly region IX radio nets. ADEM also is involved in federal exercises that occur throughout the year. The SHARES network allows the Arizona Division of Emergency Management to inter operate with Federal radio stations.
Army Military Affiliate Radio System (MARS)
MARS Mission The MARS Mission is multifaceted. Three of the components of the MARS mission are:
- To provide Department of Defense (DoD)-sponsored emergency communications on a local, national, and international basis as an adjunct to existing Department of the Army (DA) communications.
- To provide auxiliary communications for military, Federal, state and disaster support officials during periods of emergency.
- To provide a network for reporting Essential Elements of Information (EEI) to served agencies.
Interoperability
The Arizona Division of Emergency Management participates in weekly Army MARS HF radio nets. The association between Army MARS and ADEM allows ADEM long-haul communications with adjacent states as well as international communications.
