Certified Response Team (CRT)
The Arizona Division of Emergency Management (ADEM) has an on-call response program called the Certified Response Team (CRT). The CRT Coordinator, under the supervision of the Assistant Director of Logistics, manages this program.
The Duty Officer and CRT members rotate on a weekly schedule and are available for call out 24 hours-a-day. The Duty Officer works in cooperation with the Assistant Director of Operations to handle any emergency alerts received, issue warning and instructions to the public, and coordinate with local emergency officials. CRT members are expected to report to the State Emergency Operations Center (SEOC) within 45 minutes of being activated. They are equipped with handbooks, cell phones, access cards and other inventory items to use as needed.
The Duty Officer supervises the Support Staff. Like the Duty Officer, these CRT members are trained and certified under the Logistics AD’s authority after demonstrating knowledge of and the capacity to perform their assigned CRT functions. As ADEM staff, CRT members participate in exercises to receive real-life experience in their assigned disaster and/or CRT functions. Additionally, working emergencies employs this knowledge.
The Support Staff provide technical and administrative assistance to the Duty Officer by performing tasks relative to their assigned functions.
The Support Staff cover five CRT positions:

Deputy Emergency Response Duty Officer - Is assigned to the Operations Section. Provides administrative support to the Operations Section and Operations Chief.

Emergency Information System Technician – E Team Operator: Is assigned to the Logistics Section. Supports the SEOC and creates and updates the E Team (Emergency Information Management System) Report and updates the graphic displays.

State Emergency Operations Center Dispatcher – Assigned to the Logistics Section. Provides support to the SEOC, ensures all calls are routed appropriately during normal work day and during exercises and disasters.

State Emergency Systems Technician – Facilities Technician. Assigned to the Logistics Section. Provides support to the SEOC, ensures facility is functioning appropriately and organizes meals.

Emergency Information Systems Technician – Information Technology Technicians: Assigned to the Logistics Section. Provides support to the SEOC for all Computer and technical matters.
