DECLARATION PROCESS

  • Emergency happens

  • City/County declares above and beyond their capability

  • Requests state assistance

  • Perform joint damage assessments

  • Recommendation from the Director, Department of Emergency and Military Affairs to the Governor to declare or not to declare
  • If Governor declares, maximum of $200,000 can be allocated
    • A.R.S. § 35-192( F)(2)
  • ADEM administers the process for recovery
    • State obligation is 75% of eligible costs for political subdivisions and 100% for state agencies
  • If emergency requires more than $200,000, then the State Emergency Council is convened to allocate the additional funds
    • A.R.S. § 35-192( F)(2)
  • If the emergency warrants a federal declaration, ADEM prepares the letter for the Governor
    • FY09 Threshold for requesting a federal declaration is $1.31/capita based on 2000 census; $6,721,127.92
  • ADEM administers the process for recovery
    • Federal obligation is not less than 75%, state obligation is 15% for political subdivisions and 25% for state agencies
